Customs, accepted practice. The functional equivalent of urf (sing., pl. araf); a known, common usage. No consensus exists in Islamic jurisprudence regarding the place of adat/urf as a source of law. The Quran directs believers to use socially accepted practices in organizing details pertaining to a variety of legal issues (e.g., dowry sums, settling certain financial obligations). While generally scholars insisted that customs were not a fundamental source of jurisprudence, fiqh relied heavily on adat/urf to formulate cultural rules (e.g., dress, mannerisms). In time many pre-Islamic beliefs and worship practices were also adopted without reference to primary sources. The reliance on adat/urf in law is highly contested by reformers. Some reformers associate custom with being reactionary, while others see it as a necessary instrument for achieving public interest.
